OUR PURPOSE

Aim of the Society

The Society aims to provide care, support and educational opportunities to orphaned, destitute and underprivileged children, and to help them grow with dignity, confidence, knowledge and a sense of responsibility. It works to make quality education and a supportive environment more accessible to children who need them.

1. To admit Muslim orphan and destitute children under a set of rules, regulations and procedures framed for this purpose.
2. To provide suitable accommodation, meals and clothing to the admitted children.
3. To impart Islamic religious training and education as well as literary, scientific and technical education to the inmates to enable them to lead respectable lives as responsible adults and well-adjusted members of society.
4. To inculcate in the children a sense of belonging to the Muslim Ummah in particular and society in general and to enable them, through education and vocational guidance, to lead productive and dignified lives.
5. To care for the health of the inmates and to provide full medical facilities.
6. Career Development: Guiding and supporting children in building successful and independent careers.
7. Marriage Assistance for Girls: Supporting and arranging marriages for eligible girls under the Society’s care, with dignity and respect.

GOVERNANCE

Rules and Regulations

The Society and its institutions are governed by their applicable registration documents, approved Memorandum and Articles of Association, decisions of the authorised governing bodies, and relevant laws and regulations. The current approved documents should be consulted for the precise provisions, membership requirements, duties and procedures.

1. Age Eligibility: Admission to the residential facilities of Darul Shafqat Shahjehani and Bilquisia Nursing Home shall ordinarily be restricted to children aged 6 to 14 years, inclusive, for both boys and girls, subject to applicable government guidelines, statutory requirements and the rules governing the relevant institution.
2. Admission Outside the Prescribed Age Range: No exception to the 6–14-year residential admission age range shall be made merely on the recommendation of an individual or at the discretion of an employee. Any proposed exception must be legally permissible, supported by the required approval of the competent authority, and documented in writing before admission is finalised.
3. Compliance with Governing Rules: All admissions shall be made strictly in accordance with applicable law, the Society’s registered constitution and approved policies, rules and regulations, and directions of competent authorities. No admission shall be granted in violation of any of these requirements.
4. Priority Categories: Subject to applicable law and the Society’s capacity, priority may be given to orphaned, destitute, abandoned, economically disadvantaged and otherwise vulnerable children who genuinely require care, protection, accommodation or educational support.
5. Assessment of Need: The Society may assess the applicant’s family circumstances, financial condition, educational background, health and care requirements, availability of family support, and suitability for the proposed placement, to the extent relevant and lawful.
6. Verification of Age and Documents: The applicant’s age and other documents required for admission must be supported by legally acceptable documentary evidence. Where documents are unavailable, disputed or require further verification, the Society reserves the right to accept or refuse admission in accordance with applicable law and approved procedures.
7. School Admissions: Admission to DSS School, including admission of external, non-residential students, shall be governed by applicable education laws, government guidelines, age requirements and school admission rules.
8. Applicable School Age Criteria: Age criteria shall follow applicable admission norms under the National Education Policy (NEP) 2020, relevant government rules and education regulations applicable to the school’s recognised classes. The residential age limit shall not automatically apply to external school students.
9. No Automatic Right to Admission: Submission of an application, recommendation, sponsorship, donation or supporting documents shall not create an automatic right to admission. Every application shall be considered through the Society’s authorised admission procedure, subject to eligibility, verification, available capacity and applicable law.
10. Authorised Selection: Admission decisions shall be made by the authorised admission committee or competent authority designated by the Society. No employee, volunteer, donor, sponsor or individual office-bearer may independently guarantee admission unless expressly authorised.
11. Fair and Lawful Selection: Selection shall be transparent, documented and consistent with the Society’s charitable objectives. No applicant shall be subjected to unlawful discrimination or arbitrary treatment.

• Respect the privacy and confidentiality of children and their families.
• Confirm current procedures and requirements with the Society before acting on them.

OBJECTIVES AND INSTITUTIONAL PHILOSOPHY

1. Sole Institutional Purpose — “Talim & Tarbiyat”: The fundamental purpose of Darul Shafqat Society is the education and moral upbringing of children. All educational, residential, welfare and developmental activities shall be directed towards providing education, nurturing good character, instilling moral and ethical values, promoting discipline and responsibility, and preparing children to become responsible, self-reliant and law-abiding members of society.
2. Commitment of Students and Parents/Guardians: Every student admitted to the Society’s institutions, and their parents or guardians as applicable, are expected to understand, respect, support and cooperate with the Society’s fundamental objective of Talim & Tarbiyat. They shall cooperate with lawful educational, moral, behavioural, disciplinary and residential rules established to fulfil this objective.
3. Compliance with Institutional Values: Students are expected to participate sincerely in their education, maintain appropriate conduct, respect teachers and staff, and follow reasonable institutional rules. Parents or guardians shall cooperate with the Society and avoid knowingly encouraging or facilitating serious or repeated violations of these rules.
4. Compliance with Instructions of Designated Employees: Every student and, where applicable, their parent or guardian shall respect and comply with lawful, reasonable and duty-related instructions issued by the Society’s authorised office-bearers, administrators, teachers, wardens, caregivers and other designated employees while performing their assigned duties. Instructions must be consistent with the Society’s objectives, approved policies, child-safeguarding requirements and applicable law.
5. No Unauthorised Interference or Pressure: No student, parent or guardian shall exert improper pressure on, intimidate, threaten or compel an employee to perform an activity, undertake a responsibility, grant a benefit or take action outside that employee’s authorised duties, delegated powers or approved procedures. Requests for exceptions, additional facilities or changes to an institutional decision shall be submitted through the prescribed administrative channel and shall not be enforced through coercion, threats or disruption.
6. Respect for Institutional Authority and Lawful Complaints: Students and parents or guardians may raise genuine concerns, seek clarification, make suggestions or submit complaints through the Society’s designated grievance procedure. No person shall be penalised merely for making a complaint in good faith. However, deliberate disobedience of lawful instructions, intimidation of staff, repeated unauthorised interference with institutional work or coercive conduct may result in proportionate disciplinary action, including suspension or termination of admission where justified, following applicable procedures and law.
7. Limits of Employee Authority: Employees shall act within their assigned responsibilities and delegated authority. An instruction shall not be considered valid merely because it is issued by an employee if it is unlawful, abusive, discriminatory, unsafe or contrary to a binding direction of a competent authority. Students and parents or guardians may report such instructions to the designated administrator or grievance officer without fear of retaliation.
8. Breach and Consequences: Any serious or repeated violation that materially obstructs the Society’s objective of Talim & Tarbiyat, undermines the educational environment, or threatens the safety, welfare or discipline of other students may result in disciplinary action, including suspension or termination of admission, subject to applicable law and prescribed procedures.
9. Fair and Lawful Decision-Making: Before a decision to terminate admission is made, the Society shall ordinarily document the alleged violation, provide the student and, where appropriate, their parent or guardian an opportunity to respond, and have the matter reviewed by the authorised committee or competent authority. Immediate temporary protective measures may be taken where reasonably necessary to prevent harm. Any termination of residential placement or school admission shall comply with applicable education laws, child-protection requirements, competent-authority orders and the child’s welfare needs.
10. No Waiver of Legal Rights: Nothing in this section authorises corporal punishment, humiliation, discrimination, denial of essential care, retaliation for complaints, or any action contrary to applicable law. The Society’s commitment to Talim & Tarbiyat shall be implemented through lawful, fair and child-centred means.
